VACANCY FOR PARISH CLERK
West Deeping Parish Council is seeking to recruit a Clerk to the Council.
The person appointed would be responsible for:
· The administration of the Council’s affairs
· Advising the Council at meetings and generally on procedural and policy issues
· Ensuring that Council business is conducted in accordance with the relevant law and regulatory rules
· Maintaining the financial records of the Council and administering the Council’s finances
Previous experience of parish council administration would be desirable but not essential as training can be arranged.
IT skills are required. The post is currently paid for two hours a week. Attendance at six evening meetings a year is required.

JOB DESCRIPTION - CLERK TO THE COUNCIL

Overall Responsibilities

· The administration of the Council’s affairs
· Advising the Council at meetings and generally on procedural and policy issues
· Ensuring that Council business is conducted in accordance with the relevant law and regulatory rules
· Ensuring that the instructions of the Council with regard to its function as a Local Authority are carried out.
· Maintaining the financial records of the Council and administering the Council’s finances

Specific Duties

1. To ensure that legal, statutory and other provisions governing or affecting the running of the council are observed.

2. To monitor and balance the Council's accounts and prepare records for internal and external audit purposes and VAT.

3. To ensure that the Council's obligations to insure are properly met.

4. To prepare, in consultation with appropriate members, agendas for meetings of the Council; to attend such meetings and prepare minutes for approval.

5. To receive correspondence and documents on behalf of the council, and deal with the correspondence or documents or bring such items to the attention of the Council.

6. To issue correspondence as a result of the instructions of, or the known policy of, the Council.

7. To receive and report on invoices for goods and services to be paid for by the Council and to ensure such accounts are met. To issue invoices on behalf of the Council for goods and services to ensure payment is received.

8. To monitor the implemented policies of the Council to ensure they are achieving the desired result and where appropriate suggest modifications.

9. To act as a representative of the Council as required.

10. To issue notices and prepare agendas and minutes for the annual parish meeting

11. To attend all meetings of the council

12. Keeping Village Website material up to date in consultation with the person who currently manages the site for the village.
